Bertram Home: RAMSAY, SIR Bertram Home, British admiral : b. Hampton Court Palace, Hampton, England, Jan. 20, 1883; d. in an airplane crash near Paris, France, Jan. 2, 1945. He entered the Royal Navy as a cadet in 1898. During World War I he was advanced to commander (1916) while commanding destroyers on the Dover Patrol and Belgian coast. He was promoted rear admiral in 1935, becoming chief of staff to the commander in chief of the Home Fleet, but his uncompromising independence brought him into conflict with some of his senior officers and he was placed on the retired list in 1938.

The term "foster care" is used to include care in any kind of facility, individual family, boarding home, adoptive home, group home, or children's institution. It is useful to think of adoption as separate from other kinds of foster family care, because adoption is a permanent substitute. Foster care, on the other hand, whether in the setting of an individual family home, in a group home, or in an institution, is never really permanent. The unsettling threat of change, or the promise of change, is always present. It must always be seen as a kind of interim care, awaiting the time when the problem that made placement necessary may be resolved and the child may return to his own home, or move on to a new "own" home on a permanent basis.
