British Family Policy: British family policy has been permeated with the belief that 'an Englishman's home is his castle' to such an extent that state intervention in the family is thought an intrusion and a diminution of rights. Compared with other European countries, Britain's approach to family policy has been described as 'implicit and reluctant' (Fox Harding 1996, p. 205) and as 'pro-family and non-interventionist' (Gauthier 1996, p. 205), which means, for example, that while there is no discouragement to both women and men to go out to work when they have small children, their childcare arrangements are their own responsibility.
Government Form Policy. Government policy has been a major contributor to increased efficiency on the British farm. Since 1870 all British governments, irrespective of party, have followed a cheap food policy in order to hold down the cost of living and thereby restrain wage demands and keep British industry competitive in world markets.
Diplomatic Achievements. Hay's most important contribution to American foreign affairs was the Open Door policy. Although that policy was one the British had long urged upon him, Hay made it his own. He first announced it, in an effort to keep China open to the trade of all nations, in identical notes to Germany, Russia, and Britain on Sept. 6, 1899, and later to Japan, Italy, and France. When the Boxer Rebellion (q.v.) broke out in China in 1900, he expanded the policy.
