Partnership For Health Program: The Partnership for Health program was the product of this growing dissatisfaction. The main features of the law were: comprehensive state-wide health planning, participation on a majority basis of nonprofessional citizens in the planning process, and federal financial support for public health programs defined by the state planning agencies. These few ground rules represented a tremendous potential for making public health services responsive to the needs of people in local communities.
Another major public health development in the U.S. was the passage of the Regional Medical Centers Act.
The famed rural public health nursing program, a unique demonstration of the value of community health and sanitation departments in preventing disease and improving health conditions generally, began in 1912. The year 1914 marked the beginning of Red Cross lifesaving and water safety instruction. World War I brought the organization a rounded program, national stature, and popular recognition.
Most U.S. activity in public health during the past year was the result of legislation enacted by the 89th Congress in 1966. The culmination of ideas, emotions, and political forces that had been building up for more than a decade had led to legislation with extraordinarily broad and far-reaching consequences. One act alone, the Partnership for Health, was widely recognized as the most significant health legislation in the U.S. since the Social Security Act of 1935. The enactment of laws establishing Medicare and Regional Medical Centers had already had tremendous effects on the improvement of health services, and the influence of these laws has only begun to be evident.
