Public Health Programs: Since 1920, the U.S. government had been subsidizing the development of public health programs in the states through grants-in-aid and other methods. The states, however, were under no compulsion to accept such assistance; but if they did, they were required to conform to federal standards and guidelines that were occasionally considered to be onerous. Moreover, the amount and kinds of assistance provided by the federal programs often were not tailored to the needs of the individual states. Federal coordination became increasingly difficult and public health programs became more and more fragmented. Population growth and expanding technology made the problems of state and local public-health administration more complex, and the public demand to share in the fruits of the advances of the health sciences increased.
The Partnership for Health program was the product of this growing dissatisfaction. The main features of the law were: comprehensive state-wide health planning, participation on a majority basis of nonprofessional citizens in the planning process, and federal financial support for public health programs defined by the state planning agencies. These few ground rules represented a tremendous potential for making public health services responsive to the needs of people in local communities.
Another major public health development in the U.S. was the passage of the Regional Medical Centers Act.
They provide educational materials such as films and pamphlets for the general public and for use in schools. Many provide speakers for school and public programs. Some voluntary agencies provide specialized services for those who have a specific disease or health problem. Voluntary agencies depend to a great extent on private citizens who donate money and time to carry on their programs. Voluntary organizations have made significant contributions to the establishment and perpetuation of health education in the United States.
