The Growth Of Government The growth of government merely parallels the growth of society from the family or household unit to a more complex and interrelated entity. So much, at least, seems clear from the opening chapters of Aristotle's Politics. The American political leader John C. Calhoun,itself, indicates a turn of thinking in the course of human history, for the leading Greek philosophers, Plato and Aristotle among them, were preoccupied with the question: What is the best form of government?

Departing further from Aristotle, many modern scholars feel that it is virtually impossible to fix the locus of sovereignty in such a simplistic manner as suggested in the Politics. With the expansion of government in recent decades and the division of authority among the branches of government, fixing the locus of ultimate authority has become an exceedingly complex matter—the more so because of the growth of the bureaucratic arms of government.


Government Services.—The rapid growth of the areas around Washington, Richmond, and Hampton Roads reflects the growth of federal and state governmental services since 1930. In 1967, more than 20 percent of the work force was engaged in government services, which since 1933 has been the largest source of personal income in the state (24.5 percent in 1960 compared with the national average of 11.3 percent). This income, mostly from federal agencies, was, after contract construction, growing fastest.
